Water Environment Regulations: Impacts and Strategies for Real Estate

On June 12, 2025, the Government of Quebec adopted a major reform governing water environments, including a new generation of floodplain mapping and an updated framework for flood protection infrastructure.

Starting in March 2026, these new maps will be progressively rolled out, reshaping the parameters for real estate development, investment, and asset management across the territory.

What are the concrete impacts on your projects?
How can these new constraints be integrated into your strategies?
What levers can be activated to adapt—or reposition?

Through this panel, Cercle 13 brings together experts in environmental planning, urban planning, insurance, as well as legal and financial sectors to:

  • unpack the regulatory changes
  • understand their implications for real estate development
  • bring cross-disciplinary perspectives to better assess risks and opportunities
  • identify practical adaptation strategies

A strategic discussion designed to anticipate impacts and support informed decision-making in a rapidly evolving context.
